Governance and Coordination

ESAFF Uganda's governance and coordination structures are designed to promote inclusive and participatory decision-making processes and implementation of activities, programmes and policies. 

National Annual General Meeting (AGM): The National AGM is a key event in the governance calendar, bringing together members from across the country to review progress, discuss challenges, and set priorities for the coming year. The AGM serves as a platform for accountability, transparency, and member engagement, ensuring that ESAFF Uganda's leadership remains aligned with the needs and aspirations of its members. Each district chapter sends 3 preventatives to the National AGM.

Regional Annual General Meeting (RAGM): ESAFF Uganda operates in the four regions of Uganda. The RAGM brings together small-scale farmer representatives, partners, and key stakeholders from the regions to review ESAFF Uganda’s achievements, plan strategically for the future, and strengthen the region’s collective impact on agricultural policies and practices in Uganda. This is part of the process which leads to the Annual General Meeting. Each district chapter from a specific region sends 3 representatives to the RAGM.

District Annual General Meeting (AGM): The District AGM bringing together representatives from the different farmer groups from within the district to review progress, discuss challenges, and set priorities for the coming year. The District AGM serve as a platform for accountability, transparency, and member engagement, ensuring that District Executives remains aligned with the needs and aspirations of the members. Each farmer group in the respective districts sends 3 members to the District AGM.

Board of Directors (BoD): The Board of Directors provides strategic oversight, approve major decisions, and ensure that ESAFF Uganda adheres to its mission and values. The board is composed of small-scale farmers with diverse backgrounds and expertise in agriculture, policy advocacy, finance, and organizational management. The BoD has 9 members elected by the National AGM. The Board of Directors report to the National AGM.

District Executive Committee: This Committee leads the intervention of ESAFF Uganda in their respective districts and provides oversight to ensure that the members of the district chapter adhere to the mission of ESAFF Uganda. This Committee reports to the District Annual General Meeting (AGM). The District Executive Committee is comprised of 9 members elected during the District AGM.

Management Committee: Led by the National Coordinator, the management committee is responsible for the day-to-day operations of ESAFF Uganda. This team implements the strategic plan, manage staff, and ensure effective coordination across all programmes and activities.

Thematic Working Groups: This is a specialized group within ESAFF Uganda that focuses on specific thematic areas of interest or strategic priorities. These Working Groups are instrumental in driving focused action, deepening expertise, and enhancing advocacy efforts in key areas related to small-scale farming. The Working Group include small-scale farmers and other experts.

  1. Productive Resources Working Group

  2. Climate Justice and Climate Resilience Working Group

  3. Consumer Rights Working Group 

  4. Fair Economic Opportunities Working Group

  5. Public Agriculture Financing and Accountability Working Group

  6. Collaboration and Empowerment Working Group

To further position the issues of women and youth, ESAFF Uganda has two unique Forums:​

  2. ESAFF Women Forum
